The stats:
emac 700
running 10.3.9
Just installed a HITACHI 250Gb PATA drive in the eMac and I'm getting that pesky 128GB limit thing.
How do I get around this?
Keep in mind this is an internal drive... i've read about problems with externals.
Will tiger get around this?

Maybe there is a problem with drive jumpers?
From the info that I have, an eMac should be able to use a big drive.

Was the drive brand new out of the box?
I did in in a friends eMac 800 and it shows up the full amount

The original eMac 700/800 MHz models are limited to 128 GB. The later 800/1000 MHz model is supposed to take 128+ GB drives.

That's a strong indication that your hardware will treat anything larger than 128GB as just 128GB. There's some software that will help you get around this, costs about $20...

but to purchase it from OWC for the $15+shipping, you must also purchase a hard drive from them at the same time, so it isn't really a $20 fix.
