There was a much larger picture on page 3 or so of the print version, almost a whole page, but this one gets the idea across even though it's severely cropped.
The "target:rats" posters are on almost every pole in every alley of the city. Brilliant shot.

Looks like annual vines (probably morning glories, they're extremely invasive here) that have died for the winter.
