In summer heat it stinks high heaven

Our older male dog's urine has a very strong stench. It's worse in the summer due to heat. Our neighbor (we live in a duplex) hasn't said anything. We have used Nature's Miracle Stain and Odor Remover, soapy water, water and lemon, and water with bleach. None could get the stench off the concrete backyard. Any other helpful suggestion will be appreciated.
