There's absolutely no way any bank can (ACH requests come from the company making the request, and the request is made against a specific account) but your mom didn't know that. She should have known, yes, and so it's NOT "the bank's fault," sorry.

It IS the bank's fault they didn't CLOSE the account. The drafts were returned because the account had no money in it, not because it was closed. If they had closed it after she took the money out and put in in a new account, the drafts would be returned to the drafting companies and then they would have notified my Mom.
