Reading the blog it says:
The new edition of the Publication Manual recommends that authors include two spaces after each period in draft manuscripts.

Which is accepted practice for draft manuscripts. Draft on dot matrix, which is what the writer is discussing, was monospaced. Therefore the two-space style is acceptable. The author does not address typeset, computer-wordprocessed text.
