Daylite saving? what is the date?

didn't they change it recently to be the first Sunday of Nov instead of the last Sunday of Oct? I seem to recall hearing or reading about that somewhere... I just wait for a power outage, then reset the clocks to match the satellite TV after the power comes back on, since the backup batteries in the clocks get changed about as often as the ones in the smoke detectors... everyone's gotta have a system...
