Perch - http://grabaperch.com/ - $57 for a license for your whole web site. Install the CMS onto your site.
CushyCMS - http://www.cushycms.com/ - Free or $28/month versions. FTP changes up to your site.
SurrealCMS - http://surrealcms.com/compare - Free version does a lot of what you need but you can upgrade to $25/month version too.
