It's probably a mail server problem.
Mail servers have a finite number of connections allowed. When a server reaches that number, attempted connections will be denied or will generate an error message. Incoming (pop) and outgoing (smtp) connections are treated differently so you may be able to receive mail, but not send it at the same time.
Try to send it again 10 minutes later and it'll probably go through.
