We had a really good experience going from 1400 minutes to 700 minutes on an AT&T family plan. Did require talking to a manager. Got to keep a huge number of rollover minutes that otherwise would have expired. Here are the details of what to ask for. It's called "no capping".

They've still got coverage issues, but maybe they are trying a bit harder with customer service.
