Because there is no way to share an internet connection from a USB connected modem. Modem has 1 ethernet port, iMac and MDD also each only have 1 ethernet port. To use ethernet, at least one of the devices needs to have 2 ethernet ports.
Just to clarify, I think the modem does not have USB. Black was wondering if the G4, connected to the one ethernet port on the modem via its one ethernet port, could then share the internet connection from the G4 to the iMac over a USB cable. That would work over FireWire, or over a second ethernet connection if the G4 had another ethernet card, but doesn't work over USB.

However, I'd guess internet sharing over USB could work if someone wrote a driver for it. Given that USB can be used to enable WiFi connections it is technically able to support a network connection.

Here's a gadget which does allow sharing an internet connection over USB, but it's Windows only:
