The combo hub is effectively a USB hub and a FireWire hub in the same box. The two don't share anything but a power supply. It will not bridge between USB and FireWire.
Yes, Target Disk Mode would work through a FireWire hub. Target Disk Mode just turns your Mac into a hard drive.
But most FireWire drives have two FireWire ports and can be daisy chained. You'd only need a FW hub if you have a couple of devices which only have one FireWire connection.
Target Disk Mode does not work over USB. Migration Assistant I think works anywhere you can get a connection between the source and destination drives. So it will work over FireWire, or over a network connection (which could be ethernet, wireless, or FireWire) or with a drive connected by USB. It would work on a Mac USB to USB connection if Apple supported that kind of connection, but the Macs don't support it.
