I'll gently disagree with you, It entirely depends on the town or city in which you live, and the organizational ethos. Generally big city police departments are less responsive, generally due to the huge workload generated by the great unwashed public. Then again, small rural town PD's often put the truth in all those movies.

I remember getting in an accident, calling the police, and the responding officer (a multi-car high speed accident with no injuries by five disabled vehicles on an interstate highway) showed up drunk two hours after he was called, refused to fill out a report, and handed out tickets for 'littering' because our cars had left debris on the roadside when the crunched together.
