It's not always the officer's fault.
The officer complete's the report, it get's turned in to a supervisor, who reads it over and signs off on it. Then it go to the records division, where it sits until it's mailed off to the state Department of Transportation.
This is why it takes a few days until you get your hands on it.
An accident is a civil matter and the state accident report isn't admissable in court here in Wisconsin.
