Neither - do both, as I did recently. I had a painter work with me and the roofers such that the top story eve drips were painted on the ground ready for installation (we did not find a suitable colour for finished eve drip so wanted to match the facia). Also, the painter painted first (before old roof removal) any facia and soffit areas that would have required walking on to the new roof. This had the added benefit of not having to worry about drips and splashes. Those areas readily accessible without damaging the new roof were done last.
