Try dumping some white vinegar on it and just letting it sit 'til it evaporates. Maybe it'll take several applications in this heat. Also, don't let your dog pee there anymore. I know it is a pita but maybe you can block his access to it or something. Otherwise he's just gonna keep doing it and since concrete is porous...it's gonna be no fun for anybody.

That is our main dog urine lifter around here (diluted about 1 part vinegar to 3 parts water on our floors) and we have plenty o' dogs and one of the rescues has just never learned potty training. Or we have never taught it well enough. Whatever.

Bleach is highly toxic and noxious. I try to avoid the stuff wherever possible.

You can buy huge jugs of white vinegar at Sam's or Costco for a few bucks each. We are never without it. Also good for general cleaning (diluted).
