Can we add that the person planning to turn also proceed halfway into the intersection when it is known to be hard enough for one car to make it due to congestion? Believe it or not there are extended yellows for cars to still make that turn after the green.
The one I like the best of late is the exclusive green arrow at first to cross oncoming traffic: everyone is familiar with this, as the oncoming traffic still has the red. well, there is a second exclusive green arrow after the oncoming is stopped again. the purpose of this is to allow vehicles that inched out into the intersection to turn. It's so dumb simple and one of those things worthy of a dope-slap after you see it in action.
