Pam, actually many Federal Employees DO have some collective bargaining rights. Wage and Benefits for job classifications aren't there per se, but the actual assignment of personnel to classifications, advancement, certain work rules, etc..... yes, those ARE bargained, in some cases, in some areas.

In my past (defense) career, I worked with many different Federal Employees. Some of their union job rules were among the most byzantine and foolish, and far outstretched the assuredly complex job rules of the UAW and AFL-CIO. HOWEVER... I found that the actual Federal Regulations are far and away the WORST in terms of forcing inefficiency and stupidity,
In short, it's not the Unions that make the dumbest rules. It's Congress.

Realizing I did not address the original posting... Dakota, the majority of Federal Employees are not represented by a Union. The information you used to base your theories on is incorrect. A bit of research from non-biased sources would have told you that. Again... you don't like the waste in the Federal Government ? Tell your Congresscritter to change the laws that force waste and stupidity. Don't beat up on the people that have to perform under those laws.
Personally I pity Federal Employees. Working under all those interlocking laws and rules would drive me insane.
