In my past (defense) career, I worked with many different Federal Employees. Some of their union job rules were among the most byzantine and foolish, and far outstretched the assuredly complex job rules of the UAW and AFL-CIO. HOWEVER... I found that the actual Federal Regulations are far and away the WORST in terms of forcing inefficiency and stupidity,
In short, it's not the Unions that make the dumbest rules. It's Congress.

Realizing I did not address the original posting... Dakota, the majority of Federal Employees are not represented by a Union. The information you used to base your theories on is incorrect. A bit of research from non-biased sources would have told you that. Again... you don't like the waste in the Federal Government ? Tell your Congresscritter to change the laws that force waste and stupidity. Don't beat up on the people that have to perform under those laws.
Personally I pity Federal Employees. Working under all those interlocking laws and rules would drive me insane.
Yeah, I knew there were a few exceptions. It seemed pointless to address those.
BTW, from my federal experience the largest amount of waste comes from eliminating civil servant positions and instead contracting the work out. It does not save money and there is a loss of efficiency and corporate knowledge. But, it makes the buddies of some congressmen happy.
