I've watched the clip and read the article from latimes.com. The commentary on foreign affairs in the video continues from the beginning to 8:37.
Frank says that the legacy of America's military presence in Europe has caused the world to expect the U.S. to provide for Europe's defense, despite the fact that the E.U. has more people and a larger common GDP than the U.S. He supports multilateralism, but thinks that other countries should contribute more to their own defense, and not depend on America's military. He does not talk about requiring countries to pay the U.S. for protection, nor does he talk about appropriating oil resources of countries we have beaten militarily. He does not mention Japan, South Korea, and he doesn't discuss the president's role in oil production or gas prices.
