It's too late for me to reduce the size of the scanned JPEGs; but is it still possible to reduce the size of the PDF versions of those files? What's the resolution of the JPEG(s) at the size they're going to be output at (8.5 x 11 or whatever)?
JPEG is an already compressed format (worse, it's a "lossy" compressed format), but if file has been saved at a higher than necessary resolution, I'd say over 200 - 300dpi at final size for a text document, you might be able to shed some size by using a program that can downsample the images as part of saving the PDF. As much as you're hoping for? That could be a stretch.
