I think Page Plus as the best bang for the buck, if you don't need data for a smart phone You can get almost any Verizon phone to use. I would suggest eBay or Craigslist or a hand me down from a Verizon customer who upgraded and has an old flip phone, if that is what he wants, lying around.

The other prepaid carrier that has good plans is TMobile. They have inexpensive phones on their website.

I have the Page Plus 1200 plan, and my daughter in college has the TMobile $50 unlimited prepaid plan.
