The recovery partition doesn't have all of the files needed to reinstall the OS. It downloads them from the App Store, which means that without a handy DHCP router and a fast Internet connection you're SOL.

Cloning the recovery partition to a flash drive puts you in the same position as running the re-installer from the recovery partition. It has to download files to complete the installation.

Your best option for making a Lion emergency boot/install disk is to download the Lion installer from the App Store and make your bootable flash drive (or burn a DVD) from the InstallESD.dmg file hidden in the installer package. That should contain a complete installer.
