Usually that means one of these things:
1- The load is unbalanced
2- The machine is not level
3- The surface the machine is on is not providing enough friction on the feet
4- The springs and balances inside the machine's housing are not correct
I'd lean more towards #2 and #3. You do NOT want to screw it down.
