The problem is you have taken away the friction between the feet and the floor, and put it on the pan. The pan has very little friction against the floor. The washer is doing the same thing it always has done, but it is moving the pan instead.

Put a thin rubber mat under the pan. You don't need to use a mat the same size as the pan, but big enough to be under at least two of the washer feet. Now you have restored friction and the washer will stay where you want it to.

You have to approach this with reason. With no pan, washer did not move. With pan, washer moves. What changed?
