Planned Parenthood, like your county health dept, charges for services based on family income, in addition to accepting insurance or gov't programs. If you're uninsured and poor, you likely won't be charged anything.
There are places in the country where PP is the only resource for comprehensive women's health services, around the country there are not a lot of women getting free or reduced cost mammograms at county health depts.
Look at this listing, from a list of some places in Florida to get free or reduced cost mammograms. This is the insanity of AMerican healthcare, especially for women.
