Almost true. Mail from me.com, Calendars, Bookmarks, and Contacts are properly sync'd. It is not true when it comes to Documents, Music, and Photos. Only iWorks and Text Edit documents are sync'd, and even then only those you allow to appear on iCloud. Photo Stream will sync only those photos you put in PS. I don't do much with Music so I can't comment on that. I have 25 GB of non-sync'd data that just won't fit, but would have on MobileMe, with a bit of paring down.
I forward all email from "foreign" accounts to my me.com account to get the full sync value. I'll not convert all other data to the format required, but instead will rely on TM and backup clones on external drives. It means toting extra drives when we head south for the winter, but that's no big deal.
You may be able to buy more storage, but the data must still conform to these requirements to qualify for syncing.
