Before posting here and before calling Costco, I tried something pretty similar to what Tenders suggests and it wasn't successful. I ended up going and getting some jack stands, which I did not have but are good to have around, and after getting the rear up higher than I had had it before and opening the garage door so I had more room to maneuver myself, I was able to get a much harder swing and knocked them both loose. This was also after liberal use of penetrating oil.
I think there's a decent change that the guy is just lying. If they had indeed not removed the tire, I think the manager would be pissed so the shop guys would have to save face. I usually feel Costco is a pretty reliable place to deal with so my suspicion radar is not on high alert, however.
