I think there's a decent change that the guy is just lying. If they had indeed not removed the tire, I think the manager would be pissed so the shop guys would have to save face. I usually feel Costco is a pretty reliable place to deal with so my suspicion radar is not on high alert, however.

my suggestion will work (one lug nut left on). Leaving all the nuts on (unless they are very loose) will not be enough wiggle room for the wheel to loosen.
