Video Cameras and Privacy

Our apartment complex is considered as a luxury building located in a high rent area of town. Last week, we had a lockdown due to a shooting incident. That was the first for many tenants most of who falsely believed the outrageous rent alone should deter any criminal activity Confusedmiley-laughing001: A few weeks prior, I had a casual dialog with the maintenance man asking why there are no videocams in the entire building. He said liability would be too high due to individual privacy. Is it really? There are high priced hotels/resorts which are well-equipped with high tech videocam. Are there different laws for different types of buildings?
