The group is clearly motivated by a need to contribute, had they been the least political they would have defied the police order and provoked arrests, a course I might have chosen had I been in their place.

I would have moved it all over the city hall parking lot, bused everyone over, then called the media (in fact I've done something similar. City governments can be shallow and mean but they don't like to be embarrassed.)
