State law is no admittance to school without the TDAP booster for 7th grade, but there's some "wiggle room" for objectors..
District policy takes that wiggle room out by saying they must have either the TDAP proof OR a "Belief waiver" or whatever it's called on file by the first day of school or the kid will be sent home.
Now, this is all just my understanding, of course... I may have some details wrong.
