There can only be data leakage on any phone, if data is enabled on the phone. If data is truly disabled on the phone, the phone cannot make a data connection. The leakage people are talking about is when data is turned on, but they are not actively using any data. It is then some operation that is unknowingly using data, in the background or for some unknown automated task, but again, if you really have data turned off, like you can on the iPhone, the phone cannot use any data. It is just like unplugging the phone from a data line, so it can't use what it has no access to.

My guess is that this is some glitch in the PP system, that is showing up as data usage, but is probably something else. If you want to be very sure that data isn't used, you can have PP turn off dat, and also turn it off on your phone. I think you can now turn off data access yourself, from the user account portal on the PP website. If not, then calling or online chatting CS should do the trick.
