After consultation with yoeman, and a bit of searching, I believe that this is a 1901 De Dion Bouton Vis-A-Vis, in fact, it is _this_ De Dion Bouton, from the 2005 London-Brighton.:

Other than the less incorrect number plate which barely covers where the older one was placed, the cars are identical, from an era where there were few identical cars. Since 2005, the plate has been repositioned:

(About the less incorrect bit: Britain didn't start issuing number plates until 1903. Old two letter plates can be, and often are, resold for large sums.)
