There is no reason not to leave the locals in the clear. The price for basic cable and Internet is usually about the same cost as cable Internet alone. This is normal bundling discount, not the promotional rate. Maybe $5 more or so at most.
There's no reason not to let the locals leak through to Internet only customers, since the price point is essentially the same with the bundle. Then Comcast could count all Internet only users as TV users, not need to ship any TV boxes out to customers and still make about the same amount of money anyway. Pro tip for Comcast, make your basic service OTA locals only, keep those channels unencrypted, include the OTA basic package with any phone or Internet subscriber, not lose any money.
