This is not intended to be evidence in court. I let's the police officers catch this drivers. If the police officer wanted to enforce the traffic laws, the fact that the license plate is not clearly visible in the video should not make a difference I guess

s-t's trying to show that there *is* a problem. If the police are motivated, they can make the same observations and effect traffic enforcement. At this point it's not important that the driver be identified. That would happen if and when they affected a traffic stop. This would be much different if the driver had hit somebody and was not likely to appear in the area again.
More video should be acquired though. Just to get a traffic control device installed requires a documented degree of "danger", of actual collisions, or the obvious likelihood of same. This applies to getting enforcement at a particular area.
With cutbacks in funding and staffing it might be a to make his situation rise to a priority. If a collection of video isn't enough, maybe an elected representative could help.
