That very much depends on the model and whether or not your comparing prices of OEM ink to after market ink. Many HP inkjets have a cost per page comparable to laser printers. That said, when it comes to cost per page in the case of Anon's parents, you have to look at the following:

How much and how often are they actually going to print stuff? If they're like my parents, they don't print all that much in comparison to say, a family with kids. So, cost per page may be a non-issue. One set of cartridges in an inkjet printer or one laser toner cartridge - even introductory cartridges will last them a significant length of time.

Bear in mind, the cost for OEM and aftermarket ink and toner can vary greatly from store to store and day to day.

FWIW, the Officejet Pro 8600 will allow you to print in black and white only even when the color ink cartridges require replacement. Same goes for its non-all-in-one sibling the Officejet Pro 8100.
