Mavericks is still a bit of your mileage may vary... 10.8.5 broke things in 'preparation' for Mavericks too - different level of issue on that one.
I have had a issue with Mail since the 2nd or 3rd update fwiw. New files I create don't sort in as 'today' unless Mail has been quit and relaunched on the current day. In fact - if I don't quit mail for a week - it shows the 'Today' files as the files created on the last day it was restarted. Scroll to the other end of the sort by date- one part says 'today' and the other part says 'No Date' for all files created on days after last restart. I have only seen it affect Apple Mail whereas other apps- like Excel and even Apple Preview have no issue on the file open function (100% consistent).
Knock on wood - haven't had other issues with 10.9.x for sometime now... but this one still annoys.
On another note - I hate when things that aren't broken get reinvented where they already were A++.
