Purchase was made in NJ, so sales tax was most likely paid to NJ.
I do think that the dealer is blowing a lot of smoke at you though. It is common practice for retailers to refund sales tax at the time they refund a purchase, so there must be a standard way for retailers to recover overpaid sales tax from the state. Certainly whenever I return something to a store, I get the sales tax back.
The dealer is just being lazy. Ask them who they paid the tax to and for evidence of the payment. How else can you document the tax to get a refund?
Makes me wonder if they will be claiming the sales tax refund themselves and keeping it out of spite for the lost sale, expecting that you will never get around to filing the claim yourself.
