Renewal Notices with Parking Violations

I forget which place, but there was a thread a few years ago of someone getting a ticket from L.A. area. If I recall correctly, the car with that license place hadn't ever been south of Santa Barbra. They had to contact the issuing authority and get it dismissed. This was before dmv.ca.gov started adding tickets, so I don't know the exact current procedure.
