Yes, if you were cited for a parking violation, there should have been a ticket placed on your vehicle.
There well may have been a citation left and for any number of reasons, it was not there when you returned. It's the issuing agency's responsibility to leave notification. After that, you;'re on your own.
Did the renewal notice include any particulars with the citation? Where you where the cite says you were?
There are to possibilities. Your registration renewal was incorrectly assigned the ticket, or from what I infer, your car was cited, and there was no notice when returned.
Unless you were never "there", if the amount is small, I'd pay the ticket. Not worth the time or trouble, for me. If it has accrued interest, I'd contact the issuing agency and tell them about not getting a copy on the car and see if you can get it reduced.
If I was never there, I'd try to convince them of that, some how some way.
