If you can still steer it. The rack and pinion is not physically broken.
It might have a broken internal seal in rack and pinion or in the power steering pump. Or a plug. PowerSteering pump would be my first guess. You can hear it when the engine is running when you turn the steering wheel left/right in parked position.
Those usually die before the rack and pinion do.
The only time I replaced a rack and pinion was when it had a leaky seal.
