If she wants to work for someone else, it will probably take more than a few weeks to find the right opportunity.
If she decides to start selling retail, I think your idea of starting out online is much better than diving into a retail store, because you will have less overhead and be able to reach a much bigger customer base.
There will be a lot of work getting things set up and a LOT of paperwork and stuff to do, with it being an import/sales operation, so be prepared for that. If you do start a business, consider setting it up as an LLC, from the outset. That would be the cheapest and easiest way to go.
