Probably an electric eye like your garage door uses with your garage door opener to keep the door from closing on something. I've seen them here except not with the waterworks, of course. There was one on I-17 in Phoenix in a short tunnel that would activate lights instructing you to exit. They also had a cop parked there to ticket you if you ignored it.
