Even though the Internet Public Library just closed down last month, they are keeping the website live and there is a great section of resources for kids. Perhaps your friend can pull the URLs from IPLs pages and create a local page??? Of course, most of the info is in English...but at least the subject breakdown that IPL used could serve as a model for your friend's website.

Overdrive is a very expensive and [I think] not very friendly system.
