As far as this being a permanent sticky: Those do tend to clutter up the topic list. Instead, why not add it to the links for Tips and Deals, For Sale & Free Items, & Friendly' Political Ranting? It does seem like a good idea to have it handy for visitors and potential joiners.
I do like that idea.

I've been wondering what I'd do, if and when the sticky was gone. This suggestion would be a great solution, IMHO.

Or repurpose one of the deals,news, forums links that don't do much any more than reduntantly linkback to the wonderful RYF deals and Ashley Madison news here.
