System preferences weirdness

I updated Sierra on my MBP to 10.12.5, and now whenever I open system preferences, I am immediately sent to the iCloud preferences. If I try to sign out, I get asked if I want to keep my iCloud data on this Mac, but I don't have any data on iCloud. At the top of the iCloud preferences, there's a section that wants me to set up two factor authentication. Why would I care about this if I don't use iCloud? Apple seems to have put me into a catch 22 here. All I want is when I open up system preferences, to be able to view the regular panel where I see all of the preferences. I can still get there by pushing the left arrow, but why should I have to do that?
