Not so many years ago, a provision of the much-hated "No Child Left Behind" law stated that in order to teach, say, 3rd grade math... the teacher had to be able to pass a test (I think) two grade levels above the level they taught. So, a 3rd grade teacher would have to be able to pass a basic 5th grade math test.
NCLB had a lot of problems... but after reading, and re-reading, and re-re-reading, this problem, that provision isn't looking so bad now.
Unless there is a far-too-clever for 3rd grade trick answer here...
