Google Maps still has parcel lines—for those jurisdictions that provide them. Google apparently will pay, but may not pay unlimited amounts, or accept one-of-a-kind EULAs. (County legal departments sometimes have strange ideas.)
The ArcMap viewer has parcel lines for jurisdictions that make their data available. That's probably fewer than Google has—but could include a county or two that Google doesn't have for various reasons.
If they're not on Google Maps or ArcGIS online, I think your only option will be individual county websites.
