Paul, we picked up a 21.5" 2013 i7 iMac refurb awhile back (fall 2014), and it's a screamer. Looks like it's still available for $1359. Not sure if you can score a fusion or SSD, or possibly 16GB RAM for it. With 8GB, we run Mavs internally and have El Cap externally. 2015 i7 refurb's seem to vaporize pretty quickly. CL and ebay may have better deals.

IHMO, that seems like a lot of money. Seems like you are paying a premium for an i7? But then hampered by a small 21" screen.
An i5 with fusion drive would be far faster in day to day tasks.
Not gonna argue... we replaced a 20" white 2006 iMac at the time, and didn't get the 27" alu because it didn't fit inside the hutch. Moving it in front of the hutch area would be too close to the tip of the user's nose, or removing the built in stand wasn't in the cards, so not a realistic option to go big. Should have noted the fusion drive here, and it sure did seem a bit pricey at the time, but amazingly the prices on the 2013's seem to have held up better than most. Thought was, that premium paid for i7 was future-proofing a little bit, and (perhaps stupidly) thought it would help w/ running the VM's on that machine. If it wasn't for the VM's, it woulda been an i5.
