If you were previously signed into iCloud then it will attempt to coax you into re-entering your password in the iCloud pref's after you install a major OS update.
Once you re-enter your password, it shouldn't bug you again.
If you're absolutely certain that you're not syncing any mail/calendars/contacts/reminders via iCloud and not using any cloud services such as Photostream, iCloud Drive or Find My Mac then you could just go ahead and sign out and -- after some scary messages about it deleting stuff from your Mac if you continue -- it won't bother you again.
